Project Management for Construction and Development Course

This course will arm you with thorough knowledge on how to provide the owners and all other members of the project team with a definite strategy for the management and co-ordination of any project.

This course will also guide you to define responsibilities of all the participants involved in order to achieve the completion of the project on time, to the specifications defined by the project brief and within the budget.

Students will also learn the cross-boundary approach to construction management by incorporating working practices and policies from across the construction industry, encompassing the entire range of clients, architects, engineers, quantity surveyors, builders and specialist contractors.

Some topics covered include discussions over the different stages of construction, such as the feasibility stage (site selection and acquisition, project execution plan); strategy stage (project organization and control); commissioning stage (role of commissioning engineer and contractor); and the handover and occupation stage.

Construction Cost Estimating Course

This course emphasizes the thought process that is required of the estimator to analyze job condition and assess the required labor, equipment, and method of construction that will be necessary to perform the work.

The students will be able to prepare an accurate estimate, in which the estimator must perform, in order to present a careful and thorough analysis of the work. The analysis includes the type and quantity of work, type and size of equipment to be used during construction production rates of labor and equipment to install the work, and other job-site conditions that are unique to the project that can impact the time and cost of construction.

Application for the School Year 2013-2014 for the OWWA Education for Development Scholarship Program (EDSP) and Congressional Migrant Workers Scholarship Program (CMWSP) is now officially open.

The OWWA EDSP is a scholarship program of OWWA for qualified dependents of member-OFWs consisting of Php60,000.00 worth of scholarship per school year, leading to a four-to-five year baccalaureate course in any college or university.

The CMWSP, on the other hand, is another baccalaureate scholarship program mandated by RA 10022 and is funded by the PCSO.  Qualified applicants are entitled to Php60,000.00 worth of scholarship per school year.

The program shall benefit deserving migrant workers and/or their immediate descendants who intend to pursue courses primarily in the field of science and technology as identified by DOST, as follows:

Applications should be submitted on or before 19 September 2012 in any OWWA Regional Welfare Office located in the regional centers nationwide. Applications are also accepted at OWWA Posts in Jeddah and Riyadh.

Qualifying examinations for both the EDSP and the CMWSP will be administered by Department of Science and Technology – Science Education Institute (DOST-SEI) on 18 November 2012.

Incoming 4th year high school students who are dependents of OFWs with active OWWA membership may apply for either the EDSP or the CMWSP.

What is TESDA Online Program?
The TESDA Online Program (TOP) aims to make technical education more accessible to Filipino Citizens thru the use of internet technology. It provides a more effective and efficient way to deliver technical education and skills development services to the majority with less cost and more reach.
The program is created for students, out-of-school youths, unemployed adults, workers, professionals, overseas Filipino workers who would like to take TESDA courses at their own pace and at their own time at the comfort of their desktops or laptop computers.
The TOP website can be accessed from the TESDA website at www.tesda.gov.ph and clicking on the TOP icon at the right side of the Home page.
How do I enroll in a course?
In order to access the available courses in the TESDA Online Program website, you must first register an account. For detailed steps on how to register and enroll in a course, please refer to the “How To” section of the website.
Do I need to pay tuition in order to enroll?
The TESDA Online Program is available for FREE, you do not have to pay tuition in order for you to access the courses.
Do we get a certificate of training after completing the online course?
The TESDA Online Program is in incubation stage. We have developed the online courses for access by as many Filipinos as possible. We are not yet giving any training certificate. To be given a training certificate, the online learner needs to complete online assessment which is yet to be developed.

However once you finish the course and if you think you are ready, you may take the face-to-face assessment for National Certification at any TESDA accredited assessment center or venue.

MANILA, Philippines—Want to learn but can’t go to a training center? Technical-vocational training will soon just be a click away.
The Technical Education and Skills Development Authority will launch this month its free online tech-voc training system in hopes of reaching those raring to take its short courses but do not have access to training centers.
Tesda Director General Joel Villanueva said Tuesday that the agency’s online training program will debut next week in efforts to bring tech-voc education to the grassroots.
“We have been launching mobile training programs around the Philippines.  This time, our theme is if you can’t go to Tesda, Tesda will go to you,” Villanueva said yesterday.
The program is aimed at reaching overseas Filipino workers looking to build new qualifications or trainees in the Philippines who would like to undergo tech-voc training but would like the flexibility of distance learning.
“After the training, you can go to the nearest Tesda-accredited center to get assessed. And if you pass, you already get certified,” said Villanueva.
Under the program, trainees simply have to log on Tesda’s website (www.tesda.gov.ph) to sign up for the program. The web link to program will be revealed in the official launch next week.
Users could then start training in their desired course through modules and videos uploaded on the site. Students may also post questions for trainors, which would then be answered within a few hours, Villanueva said.
“You train at your own pace at your own time,” said Villanueva.
Initially, the online training will offer a course on computer hardware servicing. Villanueva said the agency aims to introduce at least 10 courses in the program by the end of the year.
“This is for the OFWs (overseas Filipino workers) who would like to learn skills they can use and, at the same time, for others here who would like to train. Instead of us spending on constructing more buildings for training centers, it’s best that we go online,” Villanueva said.
Tesda also has an ongoing mobile training program where training vans are sent to far-flung provinces to provide training to locals.

WHO is a real estate broker ?


A REAL ESTATE BROKER is any person, natural or juridical, who is an agent of another person and for or in expectation of a fee, commission or other valuable consideration, shall perform any of the following acts : offers, advertises, solicits, lists, promotes, mediates, negotiates or effects the meeting of the minds on the sale, purchase, exchange, mortgage or lease of, or joint venture or other transactions in real estate or any interest therein. ( Sec. 3, Article III, MO 39, Series of 1985, as amended )


Is it required that a person who wants to engage in real estate brokerage be licensed before he can sell or lease real estate, or act as a real estate broker ?

Yes, it is required that one must first be licensed before he or she can start selling real estate as provided under the above Sec.1, Art. V of M.O. No. 39, Series of 1985, as amended.


What are the qualifications to be licensed as a Real Estate Broker ?


An applicant for license as a real estate broker must have the following qualifications :

At least 21 years of age
Not convicted of any offense involving moral turpitude
Educational Requirements : He must have satisfactorily completed at least one hundred forty-four (144 ) units of college undergraduate study or must have finished seventy-two ( 72 ) units in college provided he has been a licensed salesman for a period of four years and duly recommended by a licensedbroker.
Must pass the written examinations for real estate brokers
Has or will be able to establish an office with facilities necessary to satisfactorily render the services expected of a broker

Does someone who wants to be a licensed Real Estate Broker have to take any licensure examinations ?


One must take and pass the written broker’s examinations being conducted by the Department of Trade and Industry (DTI) , and which are presently held on the last Sunday of May and November of each year, throughout the Philippines, in selected areas determined by the DTI.

Are there any requirements to take the written real estate broker’s examinations ?

Aside from the above qualifications as to educational attainment, it will now be required that a person who desires to take the examinations should attend an accredited comprehensive seminar and review (also referred to as, CRESAR) which are conducted by different local real estate brokers’ associations. The seminar consists of at least 24 hours and the schedules would depend on the local board or association which are conducting the same.


What are the subjects or topics covered in the real estate broker’s examinations ?

The following subjects are covered by the seminar and review :

FUNDAMENTALS OF PROPERTY OWNERSHIP;
LEGAL REQUIREMENTS FOR REAL ESTATE PRACTICE;
REAL ESTATE BROKERAGE PRACTICE;
SUBDIVISION DEVELOPMENT;
CONDOMINIUM CONCEPT;
REAL ESTATE FINANCING, TAXATION, ECONOMICS;
BASIC PRINCIPLES OF ECOLOGY, URBAN AND RURAL LAND USE, PLANNING, DEVELOPMENT AND ZONING;
LEGAL ASPECT OF SALE, MORTGAGE, LEASE;
DOCUMENTATION AND REGISTRATION.
How long is the real estate broker’s examinations ?

The examinations are normally conducted in the morning from 8 a.m. to 12:00 noon or a 4-hour examination.

Where does one apply for a license as a real estate broker ?

The application is filed with the Department of Trade and Industry, or through its Regional Offices and application forms may be obtained from said offices along with requirements to accompany the application form.


What about if the real estate broker is also selling real estate subdivisions, condominium projects and the like, is a separate license still required?


The license which is issued by the Department of Trade and Industry is sufficient but, in addition, the real estate broker must register with the Housing Land Use Regulatory Board (HLURB) if he or she will also sell subdivision lots or condominium units. Under Sec. 11 of Presidential Decree No. 957 (Subdivision and Condominium Buyer’s Protective Decree), no real estate broker or salesman shall engaged in the business of selling subdivision lots or condominium units unless he has registered himself with the Authority or the Housing Land Use and Regulatory Board.

What happens if someone engages in selling real estate but does not have a license as a real estate broker?

Any person who shall engage in real estate service practice, such as a real estate broker without first having secured a license shall be liable administratively with the Department of Trade and Industry and may be subject to penalties, such as fine and shall likewise be criminally liable. Any person on who is engaging in practice as a real estate broker without the required license may be reported to the DTI Offices.

One of the more preferred training modalities for enterprise-based training in the Philippines today is the dual training system (DTS) being implemented by TESDA. 

DTS combines theoretical and practical training, where learning takes place both in the school/training center, and the company or workshop. 

This cooperation between the school and the company ensures that the trainees are fully equipped with employable skills, work knowledge, and attitudes.
